Collective Bargaining Report

CS Group

Computer Systems (CS)

Expiry Date: December 21, 2010

The CS Group Executive has been meeting to establish a strategy for the next round of negotiations. Based on the December 2009 PIPSC bargaining conference, the current bargaining context (Bill C-10, budget 2010 and state of economy), and the results of the CS bargaining, contracting-out and education surveys, the CS Executive identified the issues to address for the coming round of negotiations. It also established the mandate of the bargaining team and selected the CS Proposals Committee. The CS Proposals Committee and the bargaining team are working to finalize the proposals by the end of May. As soon as the proposals are presented to Treasury Board (TB) in the fall, they will be posted on the website along with the TB demands.

Audit, Financial and Scientific (AFS)

Expiry Date: December 21, 2011

Due to unforeseen circumstances surrounding the matching of duties and Classification issues, the Canada Revenue Agency (CRA) and the Professional Institute of the Public Service of Canada, Audit, Financial and Scientific Group, (PIPSC/AFS) have reached an agreement with respect to provincial employees joining the Agency as a result of harmonization of sales tax. This agreement puts the CRA in a position to offer certain provincial staff positions in the AFS group, if the provinces agree. As a result, the provinces have been contacted and were informed of the possible job matches in the AFS group. The provinces are now considering this new matching proposal. Further information as to the impact this agreement has on the GST/HST business and PSTAR initiatives will be made available shortly.

Canadian Food Inspection Agency Veterinarians (CFIA-VM)

Expiry Date: September 30, 2011

The new collective agreement was signed on March 26, 2010. Payments for the retroactive salary increases will be dated May 5, 2010, and VM employees should see their new rate of pay on their pay cheque to be dated May 12, 2010. Compensation advisors must verify the payments before releasing them. CFIA will issue a message to employees, by way of an internal bulletin, informing them as to details of the implementation schedule.

Research (RE)

Expiry Date: September 30, 2010

Preparations are underway for the next round of negotiations.


Expiry Date: April 30, 2010

Bargaining sessions were held in March and April. Most “non monetary” issues have been resolved. Another session has been scheduled in May. The parties will address “conversion” from the current PG, EN, CS, ES, PC and CI classification standards to the new single “CS-ENG” standard, developing the architecture and migration rules to the new pay grid and eventually the economic increases to be applied. The employer is seeking a reduction in the amount to be paid out in the case of an employee affected by the Departure Incentive Program.

National Energy Board (NEB)

Expiry Date: October 31, 2011

The parties have embarked on a Joint Classification Renewal process. Every position is currently being assessed in an effort to establish a new classification plan. A process has been created to deal with any disputes which may be encountered. Implementation of the new classification plan will occur as a part of negotiations for the renewal of the current collective agreement.

University of Ottawa IT Professionals (UofO-IT)

Expiry Date: April 30, 2011

This is the first collective agreement since this group joined the Institute 4 years ago. Salary increases: 3% effective May 1, 2007; 3% on May 1, 2008; 2.4% on May 1, 2009; 2.2% on May 1, 2010.

Weeneebayko General Hospital

Expiry Date: April 30, 2010

Notice to bargain was served on January 8, 2010. Dates for the exchange of bargaining proposals are to be determined.

Whitehorse General Hospital

Expiry Date: January 31, 2011

The Yukon Hospital Corporation which owns and operates the Whitehorse General Hospital (WGH), has amalgamated the WGH and the Watson Lake Hospital (WLH). In October 2009 the parties (Yukon Government, Yukon Hospital Corporation, PSAC and PIPSC) negotiated a Memorandum of Agreement (MOA) to include the WLH nurses in the existing PIPSC bargaining unit. The MOA serves to protect current WLH benefits, enhance WGH benefits and ensure no detrimental effect to WGH or WLH staff.
