CS Group - Bargaining Update #12

Dear CS Group members and delegates to the 2015 CS Group AGM.

The CS Group has come a long way since its last annual general meeting in 2014. On August 21st, 2014, the CS Group received the Notice to Bargain from the Treasury Board. We continued our preparations and in parallel, we began consultations for the essential services designations. Our collective agreement expired on December 21, 2014.

On Friday, February 6, 2015, we met with Treasury Board to exchange proposals for the renewal of the collective agreement. The CS Group submitted a number of demands from improving Overtime and Leave to regulating performance management and professional development. We submitted demands on stopping subcontracting and privatization. We stressed to the Treasury Board that changes to the clause on Contracting Out/Privatization were crucial in reaching a tentative agreement.

Meetings with the Employer began in March 2015. The Employer wasted no time in presenting the Government’s proposals to reduce the sick leave provisions. However, the CS Group reiterated the critical importance of reducing outsourcing and privatization of IT services. The second bargaining session was held in April. On the first day, we filed a request that would ensure the Institute continues to be able to meet its members in the workplace. Other groups of the Institute filed the same request. The Employer declined our proposal and the Institute then filed a complaint and a grievance.

The CS Group launched its mobilization campaign by promoting CS pride. Since 1968, we’ve put a number of systems in place to meet the ever-growing demands from employees across the public service, and from military personnel, police officers and members of Parliament.

Sick Leave

The employer requested time to present a proposal on a Short Term Disability Plan (STDP). We will receive the presentation only in the presence of President Debi Daviau at the bargaining table.
