NEW CONTRACT

The arbitration award was received April 22, 2009. All provisions of the arbitration award are effective the date of the arbitration award, including salary. The contract was formally signed July 10, 2009 and all other provisions are effective as of that date. Members have received the new pay rates and their backpay.

“Know your Contract” Education:

The NR Bargaining Team has developed a package to inform members of the entitlements contained in your contract. These entitlements include:

Registration Fees:

A new article 21.02 as follows: "When the payment of such fees is not a requirement for the continuation of the performance of the duties of an employee's position, but eligibility for membership in an organization or governing body is a qualification specified in the Occupational Group Qualification Standards for the NR Group, the Employer shall reimburse the employee, upon receipt of proof of payment, for the employee's annual membership fees paid to one organization or governing body. Reimbursement covered by the Article does not include arrears of previous years' dues."

Other Entitlements:

Your agreement provides for the payment of overtime and travel time. Note: travel time starts when you leave your residence and ends when you reach your final destination (hotel meeting), and not the destination airport. It includes stop-over time waiting for connecting flights. Overtime has to be pre-approved, but the signing of a travel authorization by management stating why you are traveling can be considered as authorizing overtime. Travel time is authorized by management when it signs the travel authority form.

The “Travel Directive” gives more details as to entitlements, herein the link to the TB Travel Directive:

http://www.tbs-sct.gc.ca/pubs_pol/hrpubs/tbm_113/td-dv-eng.asp , for example:

3.3 Module 3 - Travel in Canada and Continental U.S.A. - Overnight Stay

3.3.10 Rest Periods

Unless mutually agreed otherwise, itineraries shall be arranged to provide for:

(a) a suitable rest period; and/or

(b) an overnight stop after travel time of at least nine consecutive hours.

Travel time is the time spent in any mode of transportation en route to destination and/or awaiting immediate connections. This includes the time spent traveling to and from a carrier's terminal.

A suitable rest period shall not be unreasonably denied.

3.4 Module 4 - International travel Outside Canada or the Continental U.S.A.

3.4.10 Rest Periods

Unless mutually agreed otherwise, itineraries shall be arranged to provide for:

(a) a suitable rest period, and/or

(b) an overnight stop after travel time of at least nine consecutive hours.

Travel time is the time spent in any mode of transportation en route to a destination and/or awaiting immediate connections. This includes the time spent traveling to and from a carrier's terminal.

A suitable rest period shall not be unreasonably denied.

This information package will be presented by members of the NR Executive and also by PIPSC staff at Sub-Group meetings.

VARIOUS SUBJECTS

PIPSC AGM:

Registration for the 2009 PIPSC AGM to be held in Ottawa, November 6 and 7, 2009 is now open online. Go to pipsc.ca (The PIPSC Home Page) and in the top right corner click on Announcements - 90th Annual General Meeting (2009), then click on 2009 AGM – General Information / Registration, then click on on-line registration.

You will need your membership number which is on your PIPSC membership card. Please apply first as a regional delegate. You may also apply as an NR Group delegate but there are only 10 NR Group delegates, so your chances of securing a delegate seat are better as a regional delegate.

Stewards:

Stewards are the official representatives of PIPSC in the workplace. If you are interested in being involved in your union, please consider becoming a steward. Training is provided to you at no cost to you. This is the link to the stewards page of the PIPSC Web site.

The NR Group welcomes the following new stewards: Jean-Marcel Laferrière (Gatineau, QC) and James Theakston (Halifax, N.S.).

Honours:

Mr. Randy Dhar was recently installed as President of the Royal Architectural Institute of Canada. It is believed that this is the first time that a Government of Canada Architect has been President of the RAIC. (http://www.raic.org/raic/about_us/presidentmessage_e.htm)

Sub-Groups:

We welcome two new Sub-Groups! They are Shirley’s Bay (Carling Avenue, Ottawa) and NRCAN (NCR). We are pleased that you are now formally active.
