Exploratory Discussions between the NR Group and Treasury Board, March 14-25, 2011
Some of you may recall that the NR Group had originally intended to meet with Treasury Board last October for a round of Expedited Bargaining, along with the other 5 Treasury Board Groups in PIPSC. Those talks never got underway, for various reasons. In spite of those events, we continued to lobby the PIPSC president to get us a seat at the table with Treasury Board. With the support of President Corbett and Vice-President Debi Daviau, we succeeded in entering into a round of “Exploratory Discussions” with Treasury Board during the period of March 15-25, 2011. Each party was represented by a “short” bargaining team. The NR Group’s team consisted of the following individuals: Michel Gingras (negotiator), Lionnel Dionne (researcher), Debi Daviau (vice-president of the Institute), David Young (vice-president, NR) and Al Arseneault (bargaining co-ordinator, NR).
During the discussions, Treasury Board remained adamant that any potential agreement would have to address the discontinuance of severance pay for the purposes of retirement and resignation. The NR Group shot back with a condition of its own: that any potential agreement would have to address our long standing issue regarding the Recruitment and Retention allowance. With those two pre-conditions, we met over a two week period but in the end, we could not reach agreement on what both parties could consider was a fair “deal”.
As mentioned, our current agreement expires on September 30, 2011 and according to regulations, we can serve notice to bargain on June 2, 2011, which is our intention. In the meantime, we encourage all members to get involved in and support collective bargaining. Engineering, Architecture and Land Survey (NR) Group Annual General Meeting
Notice of the NR Group AGM was sent out in our February newsletter. The AGM will be held at the Hilton-Lac-Leamy Hotel in Gatineau, Quebec on Saturday, April 16, 2011, from 9:00 a.m. to 5:00 pm. The deadline for receipt of applications to attend as a delegate was Friday, March 18, 2011. Delegate selections have just been completed by the NR Executive and delegates will be contacted by the NR AGM Committee shortly with further details.
