NR GROUP EXECUTIVE

PIPSC 90th AGM – OTTAWA
The PIPSC AGM has come and gone. The NR Group was well represented with members being both NR delegates and regional delegates. Remember for 2010 the PIPSC AGM will be held in Montréal. If you wish to be a delegate you will have to register on line in the summer of 2010. You can register as both a group and a regional delegate.

One of the long-serving NR Executive members, Hector Ewing, was awarded a PIPSC Life Membership for service to PIPSC. We are all very proud of Hector’s accomplishments and wish Hector, his wife Anne and family all our best as Hector will be retiring in 2010. An excellent Engineer, community statesman and Senator fan!
The NR Group proposed several resolutions at the AGM. They were
P-8, SUBSIDIZED DESIGNATED PARKING – Passed;
P-9, TRACKING DATABASE FOR HUMAN RESOURCES ISSUES referred to PIPSC General Council and
F-4, ACCOMMODATION FOR DELEGATES carried as amended.
HUMAN RESOURCES ISSUES – Retirees back on the Payroll
Members of the NR Group and other Groups have brought human resources issues to their Executives’ attention. These issues concern senior members retiring on a Friday and reappearing in the same or very similar job on a Monday, sometimes with no open staffing process having been held that our members could have applied for. This halts career progression of our members. Sometimes the case is made that the individual has unique talents. The answer is to develop your staff for senior positions that will be coming open in the foreseeable future. This practice was reported in national media print November 17, 2009 about DND: “the practice flies in the face of the Canadian Forces goal of rejuvenating its work force” There are other examples within PWGSC and Parks Canada. You the members are our eyes and ears in the workplace. Please report all cases like this to an Executive member.
KNOW YOUR CONTRACT
The NR Group has been having meetings with the NR Sub-Groups on knowing what entitlements are in our contract and the importance of claiming what is our due. It has been very firmly stated by Treasury Board (TB), our employer many times in bargaining meetings that being compensated by either our choice of pay or compensation time off for travel and over time is our right and TB expects it to be claimed and paid. Side deals are not to be used in fact, side deals are unenforceable if any dispute arises, for example, a member vacates one position and moves to another perhaps with a different department all of the unofficial time off banked goes “poof”, never existed. If it has been properly claimed it is a matter of record.
PAYMENT OF FEES
The arbitrator ruled that our fees are now to be paid by the employer. TB issued a letter to all departments with clear instructions on the payment of fees.
Several of our members have received prompt payment when requested others have not. We recommend that you write a note or letter to your supervisor with a copy to your payroll clerk requesting payment of your 2009 fees. Enclose a copy of your receipt. Some departments have been giving some members a run-around. Refer to the letter and file a grievance. If management respond to your letter, in that it wants you to fill-out a form, request a copy of the form, should the employer cannot provide you with the form send the letter anyway and then grieve.
The NR elections are underway for the National Capital Region as candidates within British Columbia (Geoffrey Kendell), Québec (Pierre Richard) and Atlantic (Joan Muise) have been acclaimed. Six candidates are competing for four positions within the NCR.
2010 NR SUB-GROUP PRESIDENTS MEETING AND NR AGM
Planning is well underway for the 2010 NR Sub-Group Presidents meeting and the NR AGM. We plan to hold these meetings back-to-back in Montréal in the Spring of 2010. For 2010 the topic will be “How Architects support the delivery of projects to the departments and the public”. Architects please contact your Sub-Group President if you would like to make a presentation.
