In Memoriam: Alfred Kilbank, PIPSC Past President
It is with sadness that the Institute learned that Mr. Alfred C. Kilbank passed away on December 14, 2015. An Institute Life Member, Mr. Kilbank served as President of the Institute during the pivotal years 1965-1966, as the Institute was on the cusp of breaking new ground as a bargaining agent. President Kilbank responded to the report of the Pearson’s government’s Preparatory Committee on Collective Bargaining. He welcomed the committee’s adoption of the Institute’s proposals that all departments and agencies establish a grievance procedure with common characteristics and that bargaining units be synonymous with occupational groups, something that would admirably suit Institute organization and policy.
The Institute extends its condolences to Alfred’s family and to the many friends who were privileged to know him.
