In Memoriam: Leslie W.C.S. Barnes

It is with great sadness that the Institute learned that Leslie Barnes passed away on November 4, 2013.

He served as President of PIPSC in 1962-63 and subsequently as Executive Director.

The following text was published in the November 9th issue of the Ottawa Citizen:

"Leslie Barnes first came to Canada from the British War Office in 1942.

His dedication to labour economics led him to being appointed Executive Director of the Professional Institute of the Public Service.

During his term he advocated many major improvements that enhanced both the collective agreements for countless federal employees and working conditions.

He then took up his original desire, teaching and authored research for both Queen's University and the Canadian War Museum before joining the executive of 160,000 member National Association of Federal Retirees (FSNA).

Highly principled and with a strong sense of social justice, Leslie was active in the Anglican diocese, as a governor of Ashbury College and was awarded the Centennial Medal."

Professional Institute members extend their heartfelt condolences to Leslie’s family and friends.
