PIPSC Bargaining Forum

Undaunted by the Expenditure Restraint Act that limited wages for PIPSC professionals, representatives from all PIPSC bargaining units participated in a Bargaining Forum held at the Hilton Lac-Leamy Hotel in Gatineau, Québec on December 4 and 5, 2009 in order to gather information and exchange ideas with other unions.

The Forum presented two plenary sessions: Alliance representatives Susan Jones and Jacquie de Aguayo teamed up with Michel Gingras from PIPSC to deliver a session on The Effect of the Public Service Modernization Act and other Legislative Changes; and Michael Hurley of the Ontario Council of Hospital Unions, Frank Rooney of the Ontario Public Service Employees Union and Michel Tremblay of the Confédération des syndicats nationaux (CSN), la Fédération des professionnèles presented on Public Sector Negotiations Models.

In addition to these plenary sessions, the participants broke into workshops based on employer type to discuss “Approaches to collective bargaining” followed by a set of two workshops: one to discuss “What should we propose as changes to the Public Service Labour Relations Act? A comparative analysis of Canadian Civil Service Legislation” and the other to examine the “Different approaches to contracting out”.

Day two started with a plenary session on Joint Trust Plan Governance with Bob Romphf of the Manitoba Nurse’s Union. This was followed by two concurrent workshop on “How Group definitions work? Treasury Board initiatives affect on Institute group structures?” and “What should be the PIPSC model for Joint Trust Plan Governance?”.

The second day ended with dialogue on topics such as, “Organizing for Contract Renewal” with Paul Bilodeau, a labour communications consultant, as well as “What’s wrong with our Benefit Plans?”, “Negotiating directives at the National Joint Council” and “How to improve and enforce your contract, including benefits”. The Forum ended with a discussion on Benefit Plan Negotiations with Walter Belyea of PIPSC. All Workshops were facilitated by PIPSC staff under the direction of Joe Podrebarac (Director, the Advisory Council).

The discussions and information gathered at the forum will be further discussed at various venues in the upcoming year to assist the Groups to prepare for the next and future rounds of bargaining.
