P-1 Retirement and Service Recognition Gifts

Whereas retirement and service recognition gifts are in no way related to wages;

Whereas Appendix B of the Policy on Constituent Body Finances, entitled "Maximum Amount for Eligible Expenses," while not limiting the value of a service recognition gift, limits other gifts to $25 or $100;

Whereas we are currently undergoing particularly difficult times;

Whereas we had to justify a dues increase to our members in 2013, after having seen similar proposed increases rejected at least at two other AGMs in the past; and

Whereas the Board of Directors passed a motion to give an up to $5,000 gift to the past President;

Be it resolved that in future retirement and service recognition gifts be limited to $100.

Be it resolved that this decision apply equally to the PIPSC Board of Directors.

P-2 Regional School Reform

Disposition

Whereas interest in the Quebec Regional School has been limited in terms of the number of Stewards attending in recents years; and

Whereas the current approach lacks flexibility;

Be it resolved that the Regions be allowed to choose how to deliver the advanced training modules, within the approved budget.

P-3 Negotiations Training for Separate Employer Groups

Disposition

Carried

Whereas Treasury Board Group negotiating teams routinely receive training for negotiations; and

Whereas Separate Employer Groups negotiating teams do not.

Be it resolved that all PIPSC bargaining team members receive equal opportunities for negotiations training.

P-4 Representation at Group AGMs

Disposition

Carried

Whereas as a union we are trying to increase participation and engagement of our members; and

Whereas full participation at a Group AGM is enhanced by the opportunity to vote on issues; and

Whereas the Policy on Institute Groups currently only allows Groups to fund additional observers to attend their AGMs,

Be it resolved that the Policy on Groups be amended to allow Groups to fund additional delegates to their AGMs from their annual allotment.

Resolutions Sub-Committee Comments :

The number of delegates is determined by the Group constitution. Group AGM budgets are calculated based on 1 per 200. If Groups want to fund additional delegates out of their annual allowance, they can do so.

The current policy on Constituent Body Finances allows this to happen.

P-5 Playing of "O' Canada" at the PIPSC AGM

Whereas the Professional Institute of the Public Service of Canada is a Canadian, Not for Profit organization comprised of over 50,000 people working for the people of Canada;

Therefore be it resolved that the Canadian National Anthem be played immediately after the call to order at the PIPSC Annual General Meeting.
